Belmont County Jail Roster Overview
The official Belmont County Sheriff New Inmate Roster is the main public source for current Belmont County inmate records. It is free, public, and does not require an account. The roster is a current report with a run date and time, male and female sections, embedded booking photos, charge rows, court names, dispositions, bail fields, book dates, arresting agencies, and release dates when shown. It does not provide a search box, date filter, profile link, facility filter, export option, or payment gate.
The sheriff roster covers local jail custody at Belmont County Jail. It does not cover sentenced state prisoners housed at Belmont Correctional Institution and Camp unless they are temporarily in county jail custody, and it does not replace BOP or ICE tools for federal or immigration custody. People booked by municipal and township police can still appear on the county roster because those agencies use the Belmont County Jail for local detention.
Use the Belmont County Inmate Roster
The practical search method is simple but manual. Open the sheriff roster, check the run date, and use the browser's find tool to search the page text. Spelling matters. If a name has a suffix, middle name, hyphen, or alternate spelling, search shorter parts of the name. If there is still no match, the person may have been released, transferred, booked under a variant name, or held in a different system.
- Open the official sheriff current inmate roster.
- Check the run date/time because the report is a point-in-time custody list.
- Use browser find for a last name, first name, jail ID, arresting agency, court, or charge text.
- Read each charge row and subfield for court, disposition, total bail, book date, next court date, arresting agency, and release date.
- Call Belmont County Jail at 740-695-5124 when a person should be in custody but is not on the report.
The sheriff roster page itself shows the report-style layout. The screenshot below captures the public roster format used for Belmont County inmate records.
Because the roster has no form fields, a missing result should trigger the fallback chain instead of repeated searches.
Belmont County Roster Fields
The roster's "search fields" are really report fields. They are not input boxes. They are the labels and captions a reader can search with browser find after the report loads.
| Field Label | Type | Required | Notes |
|---|---|---|---|
| Run Date/Time | Report metadata | Automatic | Shows when the roster was generated. |
| Males / Females | Report caption | Automatic | Roster is grouped by sex caption, not a filter. |
| Jail ID | Report column | Automatic | Numeric local jail identifier. |
| Name | Report column | Automatic | Last-name-first format. |
| Charges | Report column | Automatic | Multiple charges can appear under one jail ID. |
| Court | Report column | Automatic | Can list divisional courts, Common Pleas, Juvenile, APA, or other court. |
| Current Disposition | Report column | Automatic | Examples include Awaiting Arraignment, Sentenced, Grand Jury, Hold For Other Agency, and Time Served. |
What Belmont County Records Show
A Belmont County inmate record on the current roster is not a full jail file. It is a public custody row. The record is useful for confirming current jail status, court routing, charge text, bail information, and booking photo availability. It does not show birth date, address, medical status, classification score, housing unit, property inventory, fingerprints, or cell assignment.
| Field | What It Shows |
|---|---|
| Jail ID | Belmont County's numeric jail identifier, used instead of a labeled booking number. |
| Booking Date | Shown as Book Date in MM/DD/YYYY format, without booking time in the inspected rows. |
| Booking Photo | Embedded JPEG photo when available on the public roster row. |
| Charges | Booking charge text. The later court filing may differ after prosecutor review. |
| Total Bail | Dollar value for a charge row or charge block. A zero amount can still involve holds or non-release status. |
| Release / Status | Current Disposition and Release Date together indicate active custody, sentence, hold, dismissal, or release-related status. |
Belmont County Jail Facilities
Belmont County inmate records are often confused because two detention facilities sit in or near St. Clairsville. The county jail and the state prison have different agencies, phone numbers, populations, and lookup systems.

County State Federal Inmates
Use the county roster for people in Belmont County Jail after local arrest, local sentence, or a hold. Use ODRC Offender Search for sentenced Ohio prisoners, released offenders, APA supervision, and parole violators. Use the BOP locator for federal prisoners and ICE Online Detainee Locator for immigration detention. Use Ohio VINELink for notification after confirming the correct custody system.
| Custody Type | Where to Look | Belmont County Caution |
|---|---|---|
| Pretrial or short local sentence | Sheriff roster and jail phone | Roster is current, not an archive. |
| Sentenced Ohio prisoner | ODRC Offender Search | County of commitment is not the same as current facility. |
| Federal custody | BOP locator or U.S. Marshals context | Federal pretrial detainees may be housed in local jails by contract. |
| Immigration custody | ICE ODLS | Search by A-number or biographical data. |
Booking Process in Belmont County
Belmont County booking usually starts with arrest or commitment by the sheriff, a municipal police department, township police, or another agency. The person is transported to the Belmont County Jail unless another authority controls custody. The jail creates or uses a Jail ID, takes or associates a booking photo, records charges and court routing, and posts public roster fields when the person appears on the current report.
The public roster does not show every intake step. Medical and classification records are internal. The jail page does state that medical staff are available around the clock, with nine nurses and a 24-hour on-call medical director physician. Serious medical issues are handled by the jail physician and local hospital emergency-room facilities. Court routing then depends on the charge, prosecutor review, and whether the case belongs in a divisional court, Common Pleas Court, Juvenile Court, Adult Parole Authority, or another court.
Belmont County Visitation Records
Visitation is a separate jail-service issue, not a custody lookup field. Belmont County Jail uses appointment handling and video visitation through ICSolutions. The ICSolutions Belmont page says visitors must register at no cost to participate in a video session and can use the ICSolutions website or supported mobile access. The jail information material says appointments begin Monday morning at 6:00 a.m.; because the full in-person schedule was not fully extracted from official PDFs, call the jail before traveling.
The ICSolutions Belmont visitor page provides the video-visitation registration route for the sheriff facility.
Confirm custody first. A visit cannot be scheduled for someone who has been released, moved to ODRC custody, or held by another agency at a different site.
| Item | Belmont County Detail | Action |
|---|---|---|
| Appointment contact | Belmont County Jail, 740-695-5124 | Call before visiting. |
| Appointment timing | Jail PDF snippet says Monday morning at 6:00 a.m. | Verify current schedule. |
| Video provider | ICSolutions / The Visitor | Register at no cost before session. |
| Visitor rules | ID and jail rules apply | Do not bring unapproved property. |
Mail Phone and Money
Belmont County Jail mail uses TextBehind. Handwritten letters go to the TextBehind processing address, not directly to Hammond Road. The envelope must include the sender's full first and last name, full return address, inmate's full first and last name, inmate Jail ID number, and the full institution name Belmont County Jail. Initials and abbreviations are not accepted. The address format is: Inmate First / Last Name and Inmate Jail ID Number, Belmont County Jail, P.O. Box 247, Phoenix, MD 21131.
Incoming calls or messages to inmates are not accepted. Inmates can use phones during the day, and disciplinary confinement can limit calls. For prepaid account help, the jail page directs users to I.C. Solutions at 1-888-506-8407 or the provider website. Deposit vendor details and exact commissary fees were not fully confirmed in the official sources reviewed, so call the jail before mailing money or relying on a lobby kiosk, money order, or online provider.
Note: Confirm custody and facility location before sending mail, scheduling a visit, or arranging money for an inmate.
